1. What is Referendum?
It is the process that voters can vote ‘YES’ or ‘NO’ to a proposal to change some parts of the Constitution.
2. Why Referendum
Because the Legislature proposed that some parts of the constitution be changed.
3. Is the Referendum voting different from elections?
The referendum voting is not for people or positions, but voting to change the constitution.
4. Who will conduct the Referendum?
The law gives the National Elections Commission the power to conduct the referendum.
5. Who will vote in the Referendum?
All Liberians that have a valid 2011 Voters’ registration card will vote in the referendum.
6. How will acceptance or rejection be made in the Referendum?
If two-thirds of voters vote ‘YES’ on a proposed change, it means the change has been accepted. If two-thirds of voters vote ‘NO’ on a proposed change, it means the change has been rejected.
7. When will the referendum take place?
The Referendum will be held on August 23, 2011.
8. Where will the voting take place?
It will take place at the centers where voters registered during the voters’ registration all over the country.
9. When will the voting start?
Voting on the Referendum Day will start at 8 in the morning and close at 6 in the evening.
10. What are the proposed changes that voters will be voting on?
1. The change proposes that the residency requirement to be president be changed from ten years to 5 years prior to the election year
2. The change proposes that elections for all public officers except for the president and vice president be simple majority of valid votes cast in any elections in Liberia
3. The change proposes that the current constitutional Election Day be changed from Second Tuesday in October to the second Tuesday in November; and a new constitutional date for president, vice president, members of the Senate and House of Representatives; and for Chiefs and City Mayor and Council is set
4. The change proposes that the Chief Justice, Associate Justices of the Supreme Court and Judges of subordinate courts of record to serve for life except that they shall be retired at age seventy –five.
11. When will the campaign for the Referendum start?
Campaign for the Referendum will start on May 1and end on August 21, 2011.
12. How will the ballot paper look for the Referendum?
Each of the proposed changes will be put in color and symbol for the voters to understand. |
