Commissioner Floyd Oxley Sayor hails from Greenville, Sinoe County. He Holds Master Degree in Public Sector Administration (MPA) with emphasis in Public Sector Management from the Cuttington University College and Bachelor Degree in Public Administration & Economics (BPA), from the University of Liberia.
Commissioner Sayor is a Microsoft Certified Developer (MCPD) and Microsoft Certified SQL Server 2012 (MSCE) Trained from New Delhi India. He also holds a Microsoft Certificate, MVC5 Programming and a SAP Certificate, SAP Crystal Reporting Programming from Nairobi, Kenya.
Commissioner Sayor has worked as Junior Developer for the Data Center of the United Nations Mission in Liberia (UNMIL). He also worked as a Data Center Developer for the Data Center of the National Elections Commission (NEC) and subsequently became Director with Administrative oversights and responsibilities for Policy Development, Guidelines and Procedures for Public Voter Registrations Systems, Voter Updates Systems, Elections Tally Results System, Processes and Recruitments. Oversees the Software development staffs, both International and local Consultants, and served as a lead Advisor for the National Tally Center during Elections Tally Processing
Commissioner Sayor is a creative self-starter and a team leader, for a record over fifteen (15) years as a Professional, IT, Administrative and Operational Data Centre Manager with excellent hands on new technologies in Information Technology, Managerial Planning, Staff Recruitment and Performance Management.
